Level 3 First Response Emergency Care
The first step on the FREC pathway: a regulated five-day qualification for people who are often first on scene, from event medics and responders to police, fire and security staff.
The course
What is FREC 3?
The Qualsafe Level 3 Award in First Response Emergency Care (RQF) was fully updated in June 2025, with new content, streamlined assessments, fewer MCQ papers and more scenario-based assessment.
It suits police officers, firefighters, event and community first responders, door supervisors, close protection and security staff, and people in high-risk workplaces.
Syllabus
What's covered
Assessing and managing patients with life-threatening and non-life-threatening illness and injury, built around realistic scenarios.
- Incident and patient assessment; airway management
- Resuscitation, AED use and emergency oxygen
- Catastrophic bleeding, chest, head, spinal and musculoskeletal injuries
- Breathing difficulties, anaphylaxis, seizures and major illness
- Major incidents and 10-second triage

Extended skills
Extended skills need an approval form signed by a healthcare professional or your organisation's clinical responsible person, sent with your joining instructions. Without it you can still attend and gain FREC 3, but won't be assessed in these skills.

Complete the pre-learning before day one. FREC is modular: each level builds on the last, so FREC 3 leads on to FREC 4 and then SALM.
